Dr. Rafael Bengoa is Vice President of Health, Demography, and Wellness in Horizon 2020 and Senior Leadership Fellow at Harvard University and teaches in several business schools. Alongside Patricia Arratibel, he is the co-director of The Institute for Health & Strategy in Bilbao, Spain, advising on policy level reforms.
A strong advocate of universal public health, Bengoa has led the expert panel for Northern Ireland (Systems, Not Structures) and participated as an expert in the Scottish Digital and Health panel, after serving as a health advisor for the Obama Administration.
He worked for WHO for 15 years where he was head of the Healthcare Systems Directorate until 2007. In 2009, he was appointed minister of healthcare and consumer affairs in the Basque Country government, leading the implementation of a more sustainable and proactive healthcare model focused on the needs of chronic patients.
Bengoa in 1991 wrote several papers about social policy and health management for the Spanish and Basque parliaments and incepted Osakidetza (Basque Health Service).
